What is the best way for linking for my blog?
I have started a new blog and am thinking of posting comments on interesting blogs that are about the same subject as mine and it usually says to put my site name..Is that a good way to produce good pr and links?

You have to of course post several comments on other people blogs, and do not forget to register your blog (or all your blogs) in some free directories. Don't take paid directories, it's worth nothing in my opinion.

Yes, you can do blog comment and make friend with them, so you'll have visitors to your site too.
And maybe you can using backlink / signature ways.
Put your site link in forum signature.
